Today the Legislative Assembly must analyze whether the restriction of rights during the pandemic is extended, as requested by President Nayib Bukele.

Last Sunday they decided to extend it just for four days.

The journalist Fernando Romero (whom the president previously excluded from an event) explains the reforms that various groups seek to include today:

“A kind of gradual system of commercial reopening, under strict biosecurity protocols that will be fully guaranteed by companies and industries asking for such reopening. Also, very explicit padlocks to the functions and limits of the authorities, so that we journalists stop reporting you abuse after abuse of police and soldiers. And, let’s say, more creative ways to sanction violators of compulsory quarantine, without having to violate their human and constitutional rights”

 

Many people have turned the page of El Salvador’s bloody history and, manipulated by the government’s words, believe that other political parties are against the president and that, without the military restriction of rights included in the current state of exception, chaos is looming. Romero explains that declaring quarantine and a State of emergency provide sufficient legal support to keep people in their houses during the rest of the quarantine, which is currently scheduled to end on April 28th.

 

 

What rights are being violated?

In addition to those we have already reported on this site and on our social media, we can now add the arrest of young people from the Guajoyo community (sistered with Austin). These youth are part of the security committee that years ago was formed by the same police that now arrests them for carrying weapons. Our friends in the region report that only their young men’s lawyers have been able to communicate with them. We are still waiting for more details on how the situation is progressing.

 

In addition, raids have already been reported in Mejicanos:

“Sara (…) was alone and felt intimidated, vulnerable, with seven armed soldiers inside her house, checking everything. “The way they made me open the door was super tricky. He said, ‘I’m going to come inside’. I had no problem showing the house to a policeman or a military man. But such abuse! There were seven men and I am a woman”, she complains.

“… The military never told her what they were looking for and did not even speak to her. Unlike the police, they did not wear masks or gloves”.

“Seven hours after soldiers entered Sara’s house and checked her drawers, the Government published on Twitter a new executive decree that, in theory, requires Salvadorans, from April 14th, to “allow the entry of delegates from the Ministry of Health” to their homes “for the evaluation of sanitary measures to be adopted”. But, according to Sara, when the military searched her house, there was no delegate from the Ministry of Health at her door. Furthermore, the decree says nothing about allowing the military or police to enter the houses of Salvadorans, as happened in the neighborhood where Sara lives”.

 

On the other hand, 63 people under quarantine in a hotel in La Palma (Chalatenango) still do not know when they will return to their homes:

“From threats such as  ‘if you go out, we are going to kick you on your chest‘ to telling a young woman ‘come to my cabin and I will tell you when you are leaving’, these are some of the phrases that, according to complaints, some soldiers have used against people asking when they will leave the shelter where they have already been for more than 30 days”.

“’We entered on March 16th, yesterday we served the 30-day quarantine, so being here this day is already an arrest’, says one person at the shelter”.

“In this containment center there are people with hypertension, diabetes and other chronic diseases. Some are so desperate that they even cry over the uncertainty of not knowing the day of their departure. ”

 

MEDICAL SITUATION

Several doctors from the Zacamil Hospital were quarantined.

One female patient had been considered a “suspect case” of COVID-19, but an epidemiologist from the Ministry of Health (MINSAL) ruled it out.

“…someone from MINSAL, an epidemiologist, said that he did not think it was a suspicious case, so she was removed from isolation and entered the normal wards,” the president of the Medical College, Milton Brizuela, told the Informative Network, ARPAS.

After 24 hours, the patient’s health began to deteriorate. “Seeing her clinical deterioration, they took the exam and it came out positive (from COVID-19), so all the doctors and health workers who had contact were isolated. They are around 35 people”, says Brizuela.

When several complaints were published, the President of the Republic, Nayib Bukele, reacted. He assured that what was happening in the Zacamil Hospital was part of the Phase 2 of the emergency: looking for epidemiological links in the population. The president of the Medical College denies this statement.

“It is a lie. They are cases that are occurring in the community, that arrived at the hospital and that exploited there, not that they have gone looking for them. The patient who arrived at Zacamil has nothing to do with what he explained”, he said.

 

 

ARPAS has begun to compile the “fake news” that President Bukele continues to share with the population, such as when on Monday, March 23^rd, he published a video in which trains were seen carrying tactical vehicles that, supposedly, would be used to combat the pandemic of the COVID 19 in the United States.

“The United States Army, sending resources to enforce quarantines. Deputies, we need legal resources and tools. Check out the news and math progressions. Don’t listen to your advisers, they don’t know what we are dealing with”, the president tweeted despite the fact that two days earlier, on March 21st, the Assistant Secretary of Defense for Political Affairs of the United States, Johathan Rath Hoffman, posted the following tweet: “To confirm what others have pointed out: these are new Joint light tactical vehicles being transported by the United States Army Material Command from the factory in Oshkosh to Fort Bragg, North Carolina. These deliveries by train to our bases nationwide are not uncommon and have nothing to do with Covid-19″.

 

Last night, president Bukele twitted that he would not accept Supreme Court rulings meant to stop him from enforcing some measures to curb the spread of the coronavirus.

 

 

Walter Araujo, who once was the president of the Legislative Assembly while being a member of the ARENA party, then became part of GANA and now is affiliated with NUEVAS IDEAS, tweeted a photo of himself with his gun and stated that he was “ready…for whatever the people say”. Araujo was one of the organizer of the events outside the Legislative Assembly on February 9th, when president Bukele entered accompanied by militars to force a loan approval.

El día de hoy la Asamblea debe analizar si se extiende la restricción de derechos durante la pandemia del coronavirus, como solicita el presidente Nayib Bukele.

El pasado domingo se decidió prorrogar únicamente por cuatro días.

El periodista Fernando Romero (a quien ya antes el presidente excluyó de eventos) explica las reformas que varios grupos buscan incluir:

“Una especie de sistema gradual de reapertura comercial, bajo protocolos estrictos de bioseguridad que serán totalmente garantizados por las empresas e industrias que pidan reabrir. También poner los candados bien explícitos de las funciones y límites de las autoridades, para que nosotros los periodistas dejemos de estarles informando de abuso tras abuso de policías y soldados. Y formas, digamos, más creativas para sancionar a los infractores de la cuarentena obligatoria, sin necesidad de violar sus derechos humanos y constitucionales.”

Muchas personas han pasado la página de la historia sangrienta de El Salvador y, manipulados por las palabras del gobierno, creen que los partidos políticos están en contra del presidente y que, sin la restricción de derechos del actual estado de excepción, se avecina un caos. Romero explica que la cuarentena y la declaración de emergencia son suficiente sustento legal para que la gente continúe en su hogar durante el resto de la cuarentena que, actualmente, está prevista para finalizar el 28 de abril.

 

¿Cuáles son esos derechos violentados?

Además de los que ya hemos reportado en este sitio y en nuestras redes sociales, podemos reportar el arresto de jóvenes de la comunidad El Guajoyo (hermanizada con Austin). Los jóvenes son parte del comité de seguridad que hace años formara la misma policía que hoy los ha arrestado por portación de armas. Nuestras amistades en la región informan que solamente los abogados han podido comunicarse con los jóvenes. Seguimos esperando más detalles de cómo avanza la situación.

 

Además, ya se han reportado allanamientos en Mejicanos:

“Sara (…) estaba sola y se sintió intimidada, vulnerable, con siete soldados armados adentro de su casa, revisándolo todo. “La forma en que me hicieron abrir la puerta fue súper engañosa. Él me dijo ‘voy a pasar’. Yo no tenía ningún problema de enseñarle la casa a un policía o a un militar. Pero, ¿que abusen así? Eran siete hombres y yo soy una mujer”, se queja”.

“…Los militares nunca le dijeron qué buscaban y ni siquiera le dirigieron la palabra. A diferencia del policía, ellos no portaban mascarillas ni guantes”.

“Siete horas después de que soldados ingresaran a la casa de Sara y revisaran sus gavetas, el Gobierno publicó en Twitter un nuevo decreto ejecutivo que, en teoría, obliga a los salvadoreños, desde este 14 de abril, a “permitir el ingreso de los delegados del Ministerio de Salud” a sus casas “para la evaluación de medidas sanitarias a adoptar”. Pero, según Sara, cuando los militares revisaron su casa no había ningún delegado del Ministerio de Salud en su puerta. El decreto, además, no dice nada de permitir el ingreso de militares ni policías a las casas de los salvadoreños, como ocurrió en la colonia donde Sara reside.”

 

Por otro lado, 63 personas que han estado en cuarentena en un hotel en La Palma (Chalatenango) siguen sin saber cuándo regresarán a sus casas:

“Desde amenazas como “si te salís te vamos a medir el pecho de un v…” hasta decirle a una joven “vení a mi cabaña y te explico cuándo vas a salir” son algunas de las frases que, según denuncias, han usado algunos militares contra personas que preguntan cuándo saldrán del albergue en el que ya llevan más de 30 días”.

“’Nosotros ingresamos el 16 de marzo, ayer cumplimos la cuarentena de 30 días, por lo que estar aquí este día ya es una detención’, dice uno de los albergados”.

“En este centro de contención hay personas hipertensas, con diabetes y otras enfermedades crónicas. Algunos están tan desesperados que hasta lloran por la incertidumbre de no saber el día de su salida”.

 

SITUACIÓN MÉDICA

Varios médicos del Hospital de Zacamil fueron puestos en cuarentena.

Una paciente había sido considerada como “caso sospechoso” de COVID-19, pero un epidemiólogo del Ministerio de Salud lo descartó.

“…llegó alguien del MINSAL, un epidemiólogo, dijo que no le parecía un caso sospechoso, por lo que se sacó del aislamiento y se ingresó a los pabellones normales”, expresó el presidente del Colegio Médico, Milton Brizuela, a la Red Informativa de Arpas.

Pasadas 24 horas, la salud de la paciente comenzó a agravarse. “Al ver su deterioro clínico, le tomaron el examen y salió positivo (de COVID-19), por lo que todos los médicos y trabajadores de salud que tuvieron contacto fueron aislados. Son alrededor de 35 personas”, expresa Brizuela.

Al publicarse varias denuncias, el presidente de la República, Nayib Bukele, reaccionó. Aseguró que lo que sucedía en el hospital Zacamil es parte de las acciones de la Fase 2 de la emergencia: buscar los nexos epidemiológicos en la población. El presidente del Colegio Médico desmiente dicha afirmación.

“Es mentira. Son casos que se están dando en la comunidad, que llegaron al hospital y que explotaron ahí, no es que ellos lo hayan ido a buscar. El paciente que llegó al Zacamil no tiene nada que ver con lo que él explicó”, afirmó.

 

 

ARPAS ha empezado a recopilar las “fake news” que el presidente Bukele sigue compartiendo con la población, como cuando el lunes 23 de marzo publicó un video en el que se ven trenes llevando vehículos tácticos que, supuestamente, serían utilizados para combatir la pandemia del COVID 19 en Estados Unidos.

“El ejército de Estados Unidos, enviando recursos para hacer cumplir las cuarentenas. Diputados, necesitamos recursos y herramientas legales. Vean las noticias y progresiones matemáticas. No hagan caso a sus asesores, no saben a lo que nos enfrentamos”, tuiteó el presidente a pesar de que dos días antes, el 21 de marzo, el Subsecretario de Defensa para Asuntos Políticos de Estados Unidos, Johathan Rath Hoffman, posteó el siguiente tweet: “Para confirmar lo que otros han señalado: estos son nuevos vehículos tácticos ligeros conjuntos transportados por el Comando de Material del Ejercito de los Estados Unidos, desde la fábrica de Oshkosh hasta Fort Bragg, Carolina del Norte. Estas entregas en tren a nuestras bases militares en todo el país no son infrecuentes y no tienen nada que ver con el Covid-19”.
