Urgent Action: Palestine and Israel

In the 1980’s, US-El Salvador Sister Cities members organized in support of the right of Salvadorans to safely return to their places of origin in the midst of the US-backed Salvadoran Army’s vicious attacks on civilians and rebel combatants that resulted in multiple massacres of Salvadoran civilians. These atrocities, carried out with US funding and training, led to hundreds of civilians dying at the El Mozote Massacre, the Rio Sumpul (Las Aradas) Massacre and the Rio Lempa Massacre, the assassination of Saint Oscar Romero, the killing of Jesuit Priests and their co-workers, the rape and killing of four US churchwomen and many other tragic mass killings in El Salvador.

Sister Cities continues our relationship with our sister communities in El Salvador to this day. Many people in our sister communities are survivors and/or relatives of survivors of these events, and still deal with the trauma of the past. At the time, the United States and Salvadoran governments justified these brutal actions saying that they were carried out against communists and terrorists. They attempted to dehumanize our Salvadoran sisters and brothers.  We knew then that unjust social structures built on imperialist violence cannot bring sustained peace, justice or security for anyone. This is true today in El Salvador, the United States and around the world.

Given our roots in the struggle for the humanization of all people and the belief that solidarity and love are the basis for peaceful, just societies, we share the following on the current situation in Palestine-Israel:

We call on all parties in the region to establish an immediate ceasefire to halt the tragic loss of life.

The murder and kidnapping of civilians earlier this month in Israel are horrendous acts of violence and not the route to peace and security or liberation. 

Israel has no right, morally, ethically, or under international law, to use those acts of violence to inflict collective punishment on the 2.3 million people of Gaza – half of whom are under 18 – who are unable to escape, are suffering constant bombing, dwindling supplies of food and water, and the threat of imminent invasion. 

If the Israeli leadership under Benjamin Netanyahu, supported by the United States government, continues its relentless attacks on the people of Gaza without regard for civilian lives, it is committing war crimes and, according to many international experts, potentially engaging in acts of ethnic cleansing and genocide. If the United States continues to support these attacks, it will repeat the criminal acts committed in El Salvador enabling the massacre of innocent civilians, for which it has never accepted responsibility, nor been held accountable.

This is the moment when all people of good will must stand up and say all life is sacred and civilians – whether they be Israeli youth shot at a music festival or Palestinian children blown up by rocket fire or starved by a blockade of food, water and medical care – deserve protection and to have their human rights respected.

It is time to immediately halt all violence against civilians and ensure people across the region have the right to water, food, medical care, and security. An immediate ceasefire is needed to stop the loss of innocent life.

We state clearly that no lasting peace can be built on the foundation of occupation and oppression of the Palestinian people. The international community must help establish a process whereby the occupation is ended and all the people of the region have the opportunity to safely participate in a democratic process to define the future of the region.

We must be clear that the daily violence of the Israeli state against the occupied people in Palestine is a fundamental cause of this conflict. Systematic humiliation and violent attacks including murder by both settlers and military on Palestinian civilians and villages in the West Bank are now escalating and predate the attack by Hamas. For there to be any true peace and justice this system must be dismantled. 

Peace and justice and the safety for all can only come through a true commitment to democracy. The US and Israeli governments have systematically blocked and attacked avenues for nonviolent change to achieve this. For example, the Boycott, Divestment, and Sanctions (BDS) movement which was central to the anti-apartheid struggle in South Africa and broadly embraced in the United States is now illegal in 36 states and vilified as anti-semitic – which it is not. It is anti-semitic to conflate Judaism with Zionism. We commit to building a movement and struggle that unites all people. But first, the brutal attack on the people of Gaza must stop. 

As people who organized for years in response to the deadly and painful consequences caused by the violence of the Salvadoran armed forces in the 1980’s with the full backing, funding and training of the Reagan government in the United States, we cannot stand silent in the face of similar policies and actions in Israel-Palestine. We can and must embrace our common humanity and work for peace with justice.

En la década de 1980, los miembros de Ciudades Hermanas Estados Unidos-El Salvador se organizaron en apoyo del derecho de los salvadoreños a regresar de manera segura a sus lugares de origen en medio de los feroces ataques del ejército salvadoreño, respaldado por Estados Unidos, contra civiles y combatientes rebeldes que resultaron en múltiples masacres de civiles salvadoreños. Estas atrocidades, llevadas a cabo con financiación y entrenamiento de Estados Unidos, provocaron la muerte de cientos de civiles en la Masacre de El Mozote, la Masacre del Río Sumpul (Las Aradas) y la Masacre del Río Lempa, el asesinato de San Óscar Romero, el asesinato de sacerdotes jesuitas y sus compañeros de trabajo, la violación y asesinato de cuatro religiosas estadounidenses y muchos otros trágicos asesinatos en masa en El Salvador.

Intentaron deshumanizar a nuestras hermanas y hermanos salvadoreños. Entonces supimos que las estructuras sociales injustas construidas sobre la violencia imperialista no pueden traer paz, justicia o seguridad sostenidas para nadie. Esto es cierto hoy en El Salvador, Estados Unidos y en todo el mundo.

Dadas nuestras raíces en la lucha por la humanización de todas las personas y la creencia de que la solidaridad y el amor son la base de sociedades pacíficas y justas, compartimos lo siguiente sobre la situación actual en Palestina-Israel:

Instamos a todas las partes de la región a establecer un alto al fuego inmediato para detener la trágica pérdida de vidas.

El asesinato y el secuestro de civiles a principios de este mes en Israel son actos horrendos de violencia y no son el camino hacia la paz, la seguridad o la liberación.

Israel no tiene ningún derecho, ni moral, ni ética según el derecho internacional, a utilizar esos actos de violencia para infligir un castigo colectivo a los 2,3 millones de habitantes de Gaza –la mitad de los cuales son menores de 18 años– que no pueden escapar, sufren constantes bombardeos, la disminución de los suministros de alimentos y agua y la amenaza de una invasión inminente. 

Si el liderazgo israelí bajo Benjamín Netanyahu, apoyado por el gobierno de Estados Unidos, continúa sus implacables ataques contra el pueblo de Gaza sin tener en cuenta las vidas civiles, está cometiendo crímenes de lesa humanidad y, según muchos expertos internacionales, potencialmente participando en actos de limpieza étnica. y genocidio. Si Estados Unidos continúa apoyando estos ataques, repetirá los actos criminales cometidos en El Salvador que permitieron la masacre de civiles inocentes, por los cuales nunca ha aceptado responsabilidad ni ha sido responsabilizado.

Este es el momento en que todas las personas de buena voluntad deben levantarse y decir que toda vida es sagrada y que los civiles – ya sean jóvenes israelíes baleados en un festival de música o niños palestinos volados por los cohetes o muertos de hambre por un bloqueo de alimentos, agua y atención médica – merecen protección y que se respeten sus derechos humanos.

Es hora de poner fin inmediato a toda la violencia contra los civiles y garantizar que las personas de toda la región tengan derecho al agua, alimentación, la atención médica y la seguridad. Es necesario un alto al fuego inmediato para detener la pérdida de vidas inocentes.

Declaramos claramente que no se puede construir una paz duradera sobre la base de la ocupación y la opresión del pueblo palestino. La comunidad internacional debe ayudar a establecer un proceso mediante el cual se ponga fin a la ocupación y todos los pueblos de la región tengan la oportunidad de participar de manera segura en un proceso democrático para definir el futuro de la región.

Debemos tener claro que la violencia diaria del Estado de Israel contra el pueblo ocupado en Palestina es una causa fundamental de este conflicto. La humillación sistemática y los ataques violentos, incluido el asesinato por parte de colonos y militares, contra civiles y aldeas palestinas en Cisjordania están aumentando y son anteriores al ataque de Hamás. Para que haya verdadera paz y justicia, este sistema debe ser desmantelado.

La paz, la justicia y la seguridad para todos sólo pueden lograrse a través de un verdadero compromiso con la democracia. Los gobiernos de Estados Unidos e Israel han bloqueado y atacado sistemáticamente las vías de cambio no violento para lograrlo. Por ejemplo, el movimiento de Boicot, Desinversión y Sanciones (BDS), que fue central en la lucha contra el apartheid en Sudáfrica y ampliamente aceptado en Estados Unidos, ahora es ilegal en 36 estados y denigardo como antisemita, lo que no es cierto. Es antisemita combinar el judaísmo con el sionismo. Nos comprometemos a construir un movimiento y una lucha que una a todas las personas. Pero primero, debe cesar el brutal ataque contra el pueblo de Gaza.

Como personas que nos organizamos durante años en respuesta a las mortíferas y dolorosas consecuencias causadas por la violencia de las fuerzas armadas salvadoreñas en los años 1980 con el pleno respaldo, financiamiento y entrenamiento del gobierno de Reagan en los Estados Unidos, no podemos permanecer en silencio ante de políticas y acciones similares en Israel-Palestina. Podemos y debemos abrazar nuestra humanidad común y trabajar por la paz con justicia.
