Jocelyn Abarca: two years after femicide, the culprit has not been sentenced

Víctor David Castillo Campos, AKA “Piojo”, prosecuted for the aggravated femicide of police officer Carla Ayala, as an accomplice, obtained the benefit of house arrest since the period of provisional detention without a firm sentence can’t be longer than two years. Because of that, women’s organizations and the Human Rights Office are afraid there might be a similar fate for Ronald Atilio Urbina, accused of murdering Jocelyn Abarca in 2018.

(Jocelyn) was reported missing on July 4, later her dismembered body was found near the Acelhuate River. The Attorney General’s Office (FGR), through its investigations, determined (Ronald) Urbina’s responsibility in the events.

“It is reprehensible and condemnable that by 2020 there is no condemnatory sentence to the person who took Jocelyn’s life, it is important that public institutions can fulfill their mandate to sanction these acts against women, her family needs real access to justice, not re-victimization”, said Laura Morán, lawyer for the Feminist Collective.

She adds that it is important to guarantee a fair budget to the Specialized Courts “the courts have an overload of work, that is why it is important to guarantee all the resources so that they can do their work and be able to advance in favor of women’s rights”.

 

In 2020, the Salvadoran government reduced the amount destined to programs devoted to the fulfillment of the Comprehensive Law for a Life free of violence against Women (LEIV, in Spanish) and the Law for Equality and Eradication of Discrimination against Women (LIE, in Spanish).

 

Jocelyn’s mom says:

“The message that I send as relatives and victims of my daughter’s femicide is that we have rights to prompt justice, to put these men who murder women in prison, to respect the rights of women, girls and adolescents so that there is not another case like my daughter’s”

 

At the time of the article’s deadline, the Deputy Attorney General for the defense of the Rights of Women and the family, Leonor Elisa Arévalo reported that there is already a date for this hearing and it would be Thursday, June 25. However, the mother claims that she has not been notified yet.
