Salvadoran Government do not show up to the Legislative Assembly to explain their request for another quarantine
On Monday, 265 new cases of COVID were reported in El Salvador. The Salvadoran Government is asking for another quarantine, but the Legislative Assembly is asking for more information after several reports of dubious purchases made during the previous lockdown and to make sure such initiative will comply this time with the ruling of the Constitutional Chamber.
Authorities did not respond to this request.

For a second day, this Tuesday the discussions for a new decree to confront covid19 continued at the Legislative Assembly. This decree was proposed by the Presidency. However, the president of the Legislative Assembly, Mario Ponce, regretted that the Ministry of Health, Francisco Alabí, and the director of the Social Security Institute (ISSS), Delmy Cañas, did not appear before the deputies to explain the scope of such bill.
“We cannot be discussing a decree that they do not want to come to defend”, Ponce lamented after these authorities did not appear for a second time. Despite the fact that officials Alabi and Cañas did not attend, the deputies of the Political Commission continued with the discussion.
On Monday, the Assembly received Human Rights institutions, epidemiologists, infectious diseases and other specialists to delve into the government proposal that calls for restrictions on some citizens’ rights for 15 days to prevent the spread of covid-19.
Yesterday ended with the observation that the decree does not outline a work plan and that it does not specify proportional measures to deal with the pandemic. Ponce added that it also does not state what will be the actions that the government will carry out with the positive cases found in the municipalities where most of the infections occur.
This Tuesday, Congresspeople received lawyers and university scholars so that they make their recommendations to the Decree.
German Rivera, a lawyer, told the political commission that the exception regime presented by the presidency contains a series of measures that do not have scientific and technical basis. At the same time he questioned authorizing the Armed Forces, National and Municipal Police to arrest people who violate quarantine.
