Stop the Threats Against the Woman’s Movement for Peace in Honduras

Since June of 2009, Gladys Lanza, the Coordinator of the Woman’s Movement for Peace Visitación Padilla has received a series of threats and abuses.  The last offensive began on July 14^th 2010, when the organization issued a press release condemning the militarization in Honduras following the coup. The threats have included unidentified gunmen firing shots in front of the home of Tania Quijano, the coordinator of a campaign promoted by Visitación Padilla, the attack on movement member Renato Rodriguez Zavala, in which he was shot and lost his left kidney, the family members of Visitación Padilla being followed and receiving anonymous phone calls.  For more background, click here.

Es con gran preocupación que les escribo a Uds. para denunciar los actos de amenaza e intimidación a las y los miembros del Movimiento de Mujeres por la Paz Visitación Padilla.  Varios miembros de tal organización han sido amenazados y hostigados desde junio del 2009 con una ultima ofensiva que comenzó el 14 de julio 2010.

 

Debido a la gravedad de la situación le pido a Uds., como representantes del Estado de Honduras, de acuerdo a sus obligaciones internacionales:

1. Que tomen las medidas necesarias para que cese el hostigamiento y amenazas, contra todos los miembros del Movimiento de Mujeres por la Paz Visitación Padilla y sus familiares.
2. Que lleven a cabo una investigación inmediata, exhaustiva e imparcial sobre los hechos denunciados, solicitando que los resultados de dicha investigación se hagan públicos y que los responsables de esos hechos comparezcan ante la justicia.
3. Que se tomen medidas concretas y urgentes para implementar la Declaración de Defensores sobre el Derecho y el Deber de los Individuos, los Grupos y las Instituciones de Promover y Proteger los Derechos Humanos y las Libertades Fundamentales Universalmente Reconocidas.
4. Que aseguren la aplicación de lo dispuesto en la Declaración sobre defensores de los de Derechos Humanos, adoptada por la Asamblea General de Naciones Unidas el 9 de Diciembre de 1998, en particular en lo referente a la protección del derecho de toda persona”…individual o colectivamente, a promover la protección y realización de los derechos humanos y las libertades fundamentales, en los planos nacional e internacional y a esforzarse por ellos” (Art.1), así como en lo relativo al deber del Estado de garantizar …la protección por las autoridades competentes de toda persona, individual o colectivamente, frente a toda violencia, amenaza, represalia, discriminación, negativa de hecho o de derecho, presión o cualquier otra acción arbitraria resultante del ejercicio legitimo de los derechos mencionados en la presente Declaración art. 12.2) y por la resolución sobre Defensores de Derechos Humanos en las Américas AG/RES. 1671 (XXIX-O/99), adoptada por la Organización de los Estados Americanos el 7 de junio de 1999.
5. De manera general, que conformen sus acciones a la Declaración Universal de Derechos Humanos, los Pactos y Convenciones Internacionales sobre Derechos Humanos y referentes a la protección de los Defensores de Derechos Humanos ratificados por Honduras

It is with grave concern that I write to you to denounce the threats and intimidation to members of the Women’s Movement for Peace Visitación Padilla.  Many members of said organization have been threatened and abused since June of 2009 with the latest offensive beginning on July 14, 2010.

Due to the severity of the situation I ask you, as representatives of the State of Honduras, to follow your international obligations by:

1. Taking the necessary measures so that the abuse and threats against members of the Woman’s Movement for Peace Visitación Padilla and their relatives stop.
2. Carrying out an immediate, thorough and impartial investigation into these events, and making sure that the results of said investigations are made public and those responsible are brought to justice.
3. Taking concrete and urgent measures to implement the Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms.
4. Assuring the application of what is laid out in the Declaration for Human Rights Defenders, adopted by the General Assembly of the United Nations on December 9, 1998, in particular referencing the protection of the right of everyone “individually and in association with others, to promote and to strive for the protection and realization of human rights and fundamental freedoms at the national and international levels (Art. 1).  So, also, should the State guarantee the “protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of the rights referred to in the present Declaration” (Art 12.2), as well as the resolution for Human Rights Defenders in the American AG/RES. 1671 (XXIX-O/99) adopted by the Organization of American States on June 7th 1999.
5. Conforming generally to the regulations that are set out in the Universal Declaration on Human Rights and the international agreements and conventions about human rights and the protection of human rights defenders ratified by Honduras.

I will continue to share this information with friends, colleagues and officials in the United States and around the world so they can follow the  situation in Honduras and I await your reply to the concerns laid out here.
